BCNO advocates reform in city finance
Reform in City finance has been a priority for the Business Council for some time. This was emphasized as one of the priority platforms in the Forward New Orleans mandate launched prior to the citywide elections in the spring of 2010.
Since the new Mayor took office, a staggering budget shortfall has overshadowed efforts to accelerate many positive initiatives being planned. Now, more than ever, it is imperative that the City create an effective budgeting process.
The Business Council supports and is working to promote the following approaches, in line with the Forward New Orleans mandates that will vastly improve the City’s financial management:
Budgeting for Outcomes
This approach is based on citizen prioritization and input while focusing resources and monitoring results. The budgeting for outcomes approach includes:
- Special Revenue Funds
- Budget within limits of recurring revenue rather than use special funds for deficits.
- Collaboration between the Mayor and City Council
- The City Council should be involved throughout the entire budget process.
- Performance Measurements and Accountability: Operations.
- Monitor performance and hold people accountable for results.
- Performance Measurements and Accountability: City Contractors
- Monitor city contractors’ performance and hold them accountable for results.
Peer Cities Benchmarking
Benchmark current operations and their costs with comparable, peer cities.
Right-Sizing City Government
The City’s operations, salaries and benefits should be right-sized to fit current and future population levels.
Elimination of Wasteful Spending
Patronage and excessive spending should be eliminated.
